The way of experiencing the city could be completely different depending on the way you define the visual relation between the 3-dimensional cityscape and the pedestrian movement.  Downtown Detroit has been long known as a desolate place and the disconnection among the city fabrics and the functions.  I proposed a phasing urban development plan to re-vitalize the place.  First, pick out a series of urban venues adjacent to the existing elevated train railway, the People Mover.  Second, reinforce the connection of each venues and create the "linear park" along the People Mover.  Thirdly, driven by public interest and by development capital, enrich some of the venues, converting to dynamic programs such as mixed-use amenity and retails.  And lastly, promote the private development and expand the "filling" and "converting" between venues along the linear park.
